The libraries have been installed into {${prefix}/libexec/llvm-7.1.1}/lib. To use libc++ with Macports’s gcc compilers, those have to be built with +stdlib_flag variant enabled and includes’ path set to {${prefix}/libexec/llvm-7.1.1}/include/c++/v1.
Unless the libs are moved into ${prefix}/lib or /usr/lib, ldflags should be set accordingly.
