On activation, if no ${prefix}/etc/proftpd/proftpd.conf file exists,
one will be created

If a ${prefix}/etc/proftpd/proftpd.cnf file exists, MacPorts does not
touch it, and any changes you make to ${prefix}/etc/proftpd/proftpd.cnf
will be preserved (e.g., during port upgrades, deactivations or
activations).

If you are upgrading from 1.3.8, the old ${prefix}/etc/proftpd.cnf
will be moved to ${prefix}/etc/proftpd/proftpd.cnf A startup item has been generated that will aid in starting proftpd with launchd. It is disabled by default. Execute the following command to start it, and to cause it to launch at startup:

sudo port load proftpd
