See "man 8 ntpd" for documentation; "man ntpd" may reflect Apple's. To replace Apple's ntpd, disable "Set date and time automatically" in the Date & Time Preferences. Configuration is in ${prefix}/etc/ntp.conf. A startup item has been generated that will aid in starting ntpsec with launchd. It is disabled by default. Execute the following command to start it, and to cause it to launch at startup:

sudo port load ntpsec
