This is a pragma to change Perl 5's standard method resolution order from depth-first left-to-right (a.k.a - pre-order) to the more sophisticated C3 method resolution order.

To install p5.30-class-c3, run the following command in macOS terminal (Applications->Utilities->Terminal)
sudo port install p5.30-class-c3
To see what files were installed by p5.30-class-c3, run:
port contents p5.30-class-c3
To later upgrade p5.30-class-c3, run:
sudo port selfupdate && sudo port upgrade p5.30-class-c3
Reporting an issue on MacPorts Trac
The MacPorts Project uses a system called Trac to file tickets to report bugs and enhancement requests.
Though anyone may search Trac for tickets, you must have a GitHub account in order to login to Trac to create tickets.
